Housing Program Manager
This newly created position manages city initiated programs/ strategies designed to stabilize and improve the available housing stock within the City of Hutchinson. This position reports directly to the Director of Planning, and will serve as the principal staff liaison to the Hutchinson Housing Commission.
This position will work closely with other non-profit agencies to identify and pursue federal, state and private funding sources for the Community Housing Trust Fund; and once funding has been secured, will advise and assist the CHTF’s independent Board of Directors regarding the development of operational policies and procedures for the administration and fiscal oversight of the Trust. Funded programs may include:
- Education programs for first time homebuyers with matched savings accounts;
- Land banking and developer gap financing for targeted opportunity neighborhoods/ infill areas;
- Grants and loans for repair and renovation to moderate income homeowners and rental housing; and
- Financing for adaptive reuse of downtown buildings for housing
Once implemented, this position may screen and process CHTF applications; and develop / evaluate the efficacy of housing programs/ initiatives.
In addition to the new housing initiatives, this position will also assume day to day administration of existing city housing related programs, and will routinely interface with Planning and other city functions on issues that impact housing, neighborhood preservation and community development. This position will also be responsible for spearheading the city’s marketing/ public awareness efforts to the general public, non-profit housing providers, realtors, developers, contractors and other housing professionals.
Requirements Include:
Bachelor’s degree from an accredited college or university in public / business administration, economics, planning or other closely related discipline strongly preferred. Candidates should also possess considerable experience with housing-related program management, grant writing and administration. Experience with finance and traditional and non-traditional lending practices a major plus. Excellent communications (verbal, written, presentation) and public relations skills required. Experience with public and/or private economic development projects a plus.
Pay Range: $48,198 to 68,302 DOQ
